5. Build static output before publication.

Review Expectations

• English-only during active development
• Technical claims should be traceable to source material
• Proposal language should stay precise and non-promotional unless explicitly required

Publishing Flow

1. Finalize document content
2. Run local MkDocs build
3. Fix warnings or broken navigation
4. Commit reviewed source
5. Publish the static site through the standard OVES documentation workflow
